DE EUROPESE VERVOERSRUIMTE VOORBEREIDEN OP DE TOEKOMST

1. Vervoer is essentieel voor onze economie en maatschappij. Mobiliteit is vitaal voor de interne markt en voor de levenskwaliteit van de burger, die de vrijheid geniet om te reizen. Vervoer is een randvoorwaarde voor groei en jobcreatie: het moet duurzaam zijn in het licht van de uitdagingen waar we voor staan. Vervoer heeft een mondiale dimensie en vergt derhalve een sterke internationale samenwerking.

2. De toekomstige welvaart van ons continent hangt af van de mate waarin alle Europese regio's hun concurrentiepositie binnen de wereldeconomie in stand kunnen houden. Dat vergt een efficiënt vervoerssysteem.

3. Het Europees vervoer bevindt zich op een kruispunt. Naast de traditionele knelpunten kampt de EU met een aantal nieuwe uitdagingen.

4. Er moet nog een lange weg worden afgelegd voor de voltooiing van de interne vervoersmarkt , die nog steeds met een aantal belangrijke knelpunten en belemmeringen kampt. Een aantal problemen moeten worden herbekeken - hoe kan in het licht van de te verwachten schaarste en milieuvereisten aan hulpbronnen worden ingespeeld op het verlangen van de burger om te reizen en op de economische behoefte aan goederenvervoer? De vervoerssystemen van Oost- en West-Europa moeten worden verenigd om tegemoet te komen aan de vervoersbehoeften van nagenoeg het hele continent en zijn 500 miljoen inwoners.
